数字技术对农业减污降碳协同治理的影响及作用机制

Impact and mechanism of digital technology on the synergistic governance of pollution control and carbon reduction in agriculture

  • 摘要: 协同推进农业降碳减污是加快推进农业农村现代化建设的必由之路。现代数字技术与农业经济的深度融合为乡村生态振兴带来新机遇。围绕农业减排固碳的关键环节, 研究构建了包含农业内部生产高效化和减量化, 以及农业外部经营土地流转和能源结构转型的理论分析框架。基于2005—2022年30个省份的面板数据, 从边际减排成本的角度测算农业减污降碳协同效益, 运用双向固定效应模型验证了数字技术对农业减污降碳协同治理的影响效应及路径机制。结果表明, 数字技术的高效、精准和智能特征会促进农业减污降碳协同治理。该结论经过一系列稳健性检验和消除内生性问题后仍然成立。内部机制检验结果表明, 数字技术可以减少农药、化肥、农膜以及灌溉用水的使用量, 实现要素投入减量化并提高农业生产效率。外部机制检验结果表明, 数字技术会通过促进土地流转和加速农村能源结构转型的渠道, 实现农业减污降碳协同治理。异质性分析结果表明, 数字技术在产业融合度高和粮食主销区对协同效益的提升作用更强烈。为建设绿色智能的农业生态文明, 根据研究结果, 提出了深化数字基础设施创新与应用、强化运用数字化技术对土地制度改革的赋能作用、推进畜禽粪污资源化利用的政策建议。

     

    Abstract: Promoting carbon reduction and pollution control in agriculture in a coordinated manner is an inevitable way to accelerate the modernization of agriculture and rural areas. The deep integration of modern digital technology and the agricultural economy brings new opportunities for the ecological revitalization of rural areas. Targeting the key links of agricultural emission reduction and carbon sequestration, this study established a theoretical analysis framework for the internal efficiency improvement and emission reduction in agricultural production, as well as the external land transfer and energy structure transformation in agricultural operation. The panel data of 30 provinces from 2005 to 2022 were used to calculate the synergistic benefits of pollution control and carbon reduction in agriculture from the perspective of marginal emission reduction costs. The bidirectional fixed effects model was adopted to verify the influencing effects and paths of digital technology on the synergistic governance of pollution control and carbon reduction in agriculture. The results showed that the efficient, precise, and intelligent characteristics of digital technology promoted the coordinated governance of pollution control and carbon reduction in agriculture. This conclusion still holds true after a series of robustness tests and the elimination of endogeneity problems. The results of the internal mechanism test showed that digital technology could reduce the usage of pesticides, chemical fertilizers, and agricultural films and save irrigation water, achieving the reduction of factor input and improving agricultural production efficiency. The results of the external mechanism test showed that digital technology helped to achieve coordinated governance of pollution control and carbon reduction in agriculture through paths that promoted land transfer and accelerated the transformation of rural energy structure. The results of the heterogeneity analysis indicated that digital technology had a stronger effect of enhancing synergistic benefits in the areas with a high degree of industrial integration and major grain-consuming regions. To build a green and intelligent agricultural ecological civilization, this paper proposes, based on the research results, policy suggestions including deepening the innovation and application of digital infrastructure, strengthening the enabling role of digital technology in land system reform, and promoting the utilization of livestock and poultry manure resources.
