农业合作组织“三位一体化”服务如何提升耕地质量?——基于浙江省农合联示范建设的考察

How Can Agricultural Cooperatives' 'Trinity' Services Improve Farmland Quality? — Based on an Investigation of Demonstration Projects by the Zhejiang Provincial Agricultural Cooperative Union

  • 摘要: 面对我国耕地质量退化日益突出及其对粮食安全与农业可持续发展形成严峻制约的现实问题, 亟待研究和探索有利于这一问题破解的实现路径。虽然农业合作经济组织在整合农村资源和服务农业经济发展方面发挥了积极作用, 但在调配各类农村资源、优化农业生产方式和提升耕地质量管理水平方面, 其功能作用的发挥效果有待考察。对此, 浙江省进行了积极探索, 创新性构建了集生产、供销、信用等服务为一体的农民合作经济组织联合会(简称“三位一体”农合联), 旨在通过功能集成, 打造社会化协作与专业化分工有效衔接的立体式、复合型现代农业生产经营服务体系。为科学评估该政策对耕地质量提升的实际成效与作用机制, 本研究基于浙江省2014-2023年的乡镇面板数据, 采用多期双重差分模型和模糊集定性比较分析法, 实证检验了“三位一体”农合联试点政策对耕地质量提升的影响效应及组态路径。研究结果表明: (1)实施农合联试点政策显著提升了耕地质量, 经过平行趋势检验、安慰剂检验以及其他稳健性检验后, 结果依旧成立。(2)基于资源编排理论的组态路径分析显示, 资源编排型、结构-能力型是农合联“三位一体化”服务政策实现高耕地质量指数的具体路径。根据上述研究结论, 本文提出了进一步强化农合联的资源整合能力与服务枢纽作用等政策建议, 以切实增强农合联“三位一体化”服务对耕地质量提升的积极效果。

     

    Abstract: Faced with the increasingly prominent degradation of China's arable land quality and its severe constraints on food security and sustainable agricultural development, it is imperative to research and explore feasible pathways to address this issue. While agricultural cooperative economic organizations have played a positive role in integrating rural resources and serving agricultural economic development, their effectiveness in allocating various rural resources, optimizing agricultural production methods, and enhancing arable land quality management remains to be examined. In response, Zhejiang Province has pioneered an innovative approach by establishing the Farmers' Cooperative Economic Organization Federation (referred to as the “Triple-Function” Federation), which integrates production, supply and marketing, and credit services. This initiative aims to create a multi-dimensional, composite modern agricultural production and operation service system that effectively bridges social collaboration with specialized division of labor through functional integration. To scientifically evaluate this policy's actual effectiveness and operational mechanisms in improving farmland quality, this study employs multi-period difference-in-differences models and fuzzy set qualitative comparative analysis based on Zhejiang's 2014-2023 township panel data. It empirically examines the impact effects and configuration pathways of the “Triple-Function” Federation pilot policy on farmland quality enhancement. The findings reveal: (1) The implementation of the Agricultural Cooperative Federation pilot policy significantly improved farmland quality. This conclusion holds after parallel trend tests, placebo tests, and other robustness checks. (2) Configuration path analysis grounded in resource orchestration theory reveals that resource orchestration and structure-capability approaches constitute the specific pathways through which the “three-in-one” service policy of agricultural cooperatives achieves high farmland quality indices. Based on these findings, this paper proposes policy recommendations to further strengthen the resource integration capabilities and service hub functions of agricultural cooperatives, thereby effectively enhancing the positive impact of their “three-in-one” services on farmland quality improvement.
