Accelerate the green circular development of planting and breeding promote the green and low-carbon transformation of agriculture

  • The “Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development” explicitly articulates the need to prioritize the simultaneous advancement of output and capacity, production and ecology, and increased production and income. It further emphasizes the coordinated development of sci-tech agriculture, green agriculture, quality agriculture, and brand agriculture, with the goal of transforming agriculture into a modern, large-scale industry. This strategic deployment elevates agricultural green development to a core strategy, while the green circular model of crop-livestock integration emerges as the central pathway to driving the green and low-carbon transformation of agriculture. This paper focuses on five dimensions—pollution source control, emission reduction and carbon sink enhancement, quality improvement, technological empowerment, and mechanism innovation. It provides a macro-level, theoretical exposition of the logical relationship between green crop-livestock recycling and the green, low-carbon transformation of agriculture, along with its practical outcomes, existing challenges, and implementation pathways. Finally, it proposes policy mechanisms to accelerate the development of green crop-livestock recycling from the perspective of mechanism innovation. The study shows that accelerating green crop-livestock recycling is a crucial pathway for transforming agricultural pollution sources into nutrient solutions, addressing climate change, improving agricultural product quality, and fostering new quality productive forces in agriculture. Its sustainable development requires two-way synergy between policy guidance and market leadership, which will provide theoretical support for realizing the green, low-carbon transformation of agriculture and building a strong agricultural nation.
